This annex of the Communication for Development (C4D) Toolkit is a short guide that details the C4D process that IOM X used to create the safe migration video Know Before You Go. Specifically, the annex details the steps that were used to inform, develop and monitor and evaluate the programme. This annex will help practitioners understand how to conducting monitoring and evaluation (M&E) for communication campaigns and gives tips on how best to conduct research, develop and test messaging and do M&E for campaigns, even with a limited budget.
